Port operations are dynamic and multilateral processes where many stakeholders come together. Many parties may be involved, such as stevedores, port authorities and shippers, freight forwarders, tenant agents, etc. On the ship side, actors such as charterers, shipowners, and operators are also involved.
There may be appointed ship agents, and these agents may be appointed by the shipowner or the charterer. However, the ultimate responsibility always lies with the shipowner. In today's conditions, “charterers” may direct and even pressure “shipowners” to appoint their own agents. In most cases, as a result of this pressure, the charterer appoints its own agent. However, sometimes the shipowner may make an appointment for the charterer and unexpected problems may arise between the two parties.
