What is IHM and Why is it Important?

IHM is a comprehensive inventory that lists all hazardous and operational wastes on board a ship, along with their type and quantity. As of 31 December 2020, all ships of 500 GT and above, calling at European ports or flying European flags, are required to have an IHM.

This inventory consists of three main parts:

Materials in the ship's structure or equipment

Waste generated during operation

Equipment and consumables stored

For new buildings, the IHM process starts during the design and construction phase and is continuously updated. For ships that are already operational, detailed sample analysis is carried out and an inventory is created. This process aims to clearly identify in which area of the ship, in what quantity, and what type of dangerous goods are present.

IHM Compliance with Regulations

IHM is guided by two main international regulations:

Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (HKC) - will enter into force in June 2025 and applies to ships over 500 GT.

EU Ship Recycling Regulation 1257/2013 (EU SRR) - in force as of December 31, 2020, and applies to EU, EEA and UK flagged ships and all 3rd party flagged ships calling at European ports.

Both regulations require an Inventory of Hazardous Materials (IHM) process but differ in content and scope.

IHM Process According to Stages

This inventory consists of three main parts

IHM Part 1

Identification of hazardous materials in the ship's structure.

IHM Part 2

Identification of operational wastes (such as fuel tank sludge, bilge water, medical waste)

IHM Part 3

Stored spare parts, lubricants, cleaning chemicals and maintenance equipment.

Evaluate the available information

analyze it in accordance with IMO (International Maritime Organization) and MEPC (Marine Environment Protection Committee) guidelines.

Create VSCP (Visual and Sampling Check Plan)

To create a visual inspection and sampling plan.

Conducting a site inspection

Prepare laboratory analysis and IHM report

Analyzes obtained from accredited laboratories determine the amount of hazardous substances in which area.

IHM Part 2 and 3 include the ship's operational waste and stored materials. This process is updated as the ship continues its voyages and is critical when it is decided to recycle the ship.
